<p>In the face of a growing number of deaths and cases of <a href="http://www.sciam.com/podcast/episode.cfm?id=traditional-treatments-show-promise-08-12-09">HIV</a> linked to drug abuse, the Portuguese government in 2001 tried a new tack to get a handle on the problem&mdash;it decriminalized the use and possession of <a href="http://www.sciam.com/article.cfm?id=researchers-identify-gene-2005-05-31">heroin</a>, cocaine, marijuana, LSD and other illicit street drugs. The theory: focusing on treatment and prevention instead of jailing users would decrease the number of deaths and infections.</p>
<p>Five years later, the number of deaths from street <a href="http://www.sciam.com/article.cfm?id=in-brief-nov-08">drug overdoses</a> dropped from around 400 to 290 annually, and the number of new HIV cases caused by using dirty needles to inject heroin, cocaine and other illegal substances plummeted from nearly 1,400 in 2000 to about 400 in 2006,Â  according to <a href="http://www.cato.org/pub_display.php?pub_id=10080">a report</a> released recently by the <a href="http://www.cato.org/">Cato Institute</a>, a Washington, D.C, libertarian think tank.</p>
<p>&#8220;Now instead of being put into prison, addicts are going to treatment centers and they&#8217;re learning how to control their drug usage or getting off drugs entirely,&#8221; report author Glenn Greenwald, a former New York State constitutional litigator, said during a press briefing at Cato last week.</p>
<p>Under the Portuguese plan, penalties for people caught dealing and trafficking drugs are unchanged; dealers are still jailed and subjected to fines depending on the crime. But people caught using or possessing small amounts&mdash;defined as the amount needed for 10 days of personal use&mdash;are brought before what&#8217;s known as a &#8220;Dissuasion Commission,&#8221; an administrative body created by the 2001 law.</p>
<p>Each three-person commission includes at least one lawyer or judge and one health care or social services worker. The panel has the option of recommending treatment, a small fine, or no sanction.</p>

<p>Mr Obama cited a string of recent food safety scandals including a salmonella outbreak in peanut products this year that has been linked to nine deaths. <!-- E SF --></p>
<p>The president said recent underfunding and understaffing at the FDA had left the agency unable to conduct annual inspections of more than a fraction of America&#8217;s 150,000 food processing premises.</p>
<p>&#8220;That is a hazard to public health. It is unacceptable. And it will change under the leadership of Dr Margaret Hamburg,&#8221; Mr Obama pledged.</p>

The possibility of genetic discrimination is here with us now due to recent discoveries and this was a good piece of work &#8211; to prevent corporations from using this information against individuals to enhance their own bottom lines.</em></font></p>
<p><font color="#800080"><em>- I theorize that the corporate world just hadn&#8217;t realized that something important to their bottom lines was on the table &#8211; or they would have unleashed their unholy lobbying dogs and headed all of this off.</em></font></p>
<p><font color="#800080"><em>- So, the President did a good thing for the people.   But, I suspect this story isn&#8217;t over.   The corporations can enhance their bottom lines by using genetic information about us against us and they will wiggle the new law and shake it until they find its weaknesses and then they will drive trucks through those weaknesses.  </em></font></p>
<p><font color="#800080"><em>- And later, when congress notices that the law is being subverted and tries to tighten it, <strong>everyone</strong> will find a rabid dog hanging on their pant-leg and growling a low message of warning.</em></font></p>

<p>U.S. President George W. Bush signed into law May 21 the first civil rights  legislation of the new millennium, the Genetic Information Nondiscrimination Act  (GINA). GINA is the first and only federal legislation that will provide  protections against discrimination based on an individual&rsquo;s genetic information  in health insurance coverage and employment settings.</p>
<p>&ldquo;This is a tremendous victory for every American not born with perfect genes  &ndash; which means it&rsquo;s a victory for every single one us,&rdquo; said Representative  Louise Slaughter (D-NY).  &ldquo;Since all of us are predisposed to at least a few  genetic-based disorders, we are all potential victims of genetic  discrimination.&rdquo;</p>
<p>&ldquo;Today marks the beginning of a new era in health care,&rdquo; continued Slaughter.  &ldquo;Americans can finally take advantage of the tremendous potential of genetic  research without the fear that their own genetic information will be used  against them.&rdquo;</p>
<p>Just a few weeks ago, GINA received overwhelming support in both the Senate,  with a unanimous vote of approval, and the House of Representatives, where the  legislation was passed by a landslide vote of 414-1.</p>
<p>&ldquo;Individuals no longer have to worry about being discriminated against on the  basis of their genetic information, and with this assurance, the promise of  genetic testing and disease management and prevention can be realized more  fully,&rdquo; stated Sharon Terry, president of the Coalition and CEO of Genetic  Alliance. &#8220;We applaud our champions on the Hill who have worked tirelessly to  pass this important legislation. It is now our responsibility to make sure the  public knows that these new protections are in place.&rdquo;</p>

Arnold  Schwarzenegger predicted Friday that an international deadlock over how to deal  with global warming will end once President Bush leaves office, while a leading  expert warned of dire consequences if urgent action is not taken.</p>
<p class="ap-story-p">Schwarzenegger spoke at a conference at Yale University in  which 18 states pledged to take action on climate change. He noted a dispute  over whether the U.S. should commit to reducing its greenhouse gas emissions  before China and India do the same.</p>
<p class="ap-story-p">&#8220;But I think the deadlock is about to be broken,&#8221; said  Schwarzenegger, a Republican like Bush.</p>
<p class="ap-story-p">Schwarzenegger said all three president candidates would be  great for the environment and predicted progress after one is inaugurated.</p>
<p class="ap-story-p">Schwarzenegger has been at odds with the Bush administration  over a 2002 California law to reduce greenhouse gas emissions. The U.S.  Environmental Protection Agency blocked the law from taking effect in California  and 16 other states, saying global warming is not unique to the state and that  emission goals should be set nationally.</p>
<p class="ap-story-p">Bush called for a halt Wednesday in the growth of greenhouse  gases by 2025, acknowledging the need to head off serious climate change. The  plan came under fire immediately from environmentalists and congressional  Democrats who favor mandatory emission cuts, a position also held by all three  presidential contenders.</p>

<p>OAXACA, MEXICO &#8212; Many years ago, when she was still a tiny girl in braids, and  not the professional she is today, Eufrosina Cruz heard the story of how her  father married off her sister to a stranger at age 12: She wondered if a man  might come to claim her too.</p>
<p>Being a girl isn&#8217;t easy in Santa Maria  Quiegolani, a poor rural village where Zapotec is the native language and most  girls are lucky to complete grade school.</p>
<p>Cruz left to eventually become a college-educated accountant. But now, at age  27, she has returned to her old village in the mountains of Oaxaca, and stirred  up a gender war.</p>
<p>Her struggle, at first personal and local, has sparked  the governor of her state and Mexican President Felipe Calderon to back her call  for legislation that would grant thousands of women in Oaxaca state the right to  vote and run for office in about 100 rural towns. Male-only assemblies run those  communities, which follow indigenous customs that predate the Spanish  conquest.</p>
<p>&#8220;We have to help those women who are still in that place where  you don&#8217;t have any rights because you&#8217;re a woman,&#8221; she says. &#8220;The women who live  in the mountains are shouting that someone listen to them. . . . I don&#8217;t want  any women to ever feel alone as I did.&#8221;</p>
<p>Cruz&#8217;s effort began with her  decision to run in the election last November for mayor of Santa Maria  Quiegolani, a mountain community of about 1,200 people. It gained momentum on  election day, when the votes for her were tossed out.</p>

			<content:encoded><![CDATA[<p>DEMOCRAT presidential candidate Barack Obama has said he would consider  putting former US vice-president Al Gore in a cabinet-level position or higher  if he wins the presidency. His offer came as polls showed him closing the gap  with rival Hillary Clinton in the next primary state to vote, Pennsylvania.</p>
<p>A woman at a town hall meeting in Wallingford, Pennsylvania, asked Senator  Obama whether he would consider asking Mr Gore, now a climate change campaigner,  to join his cabinet &mdash; or even take a higher office &mdash; to address global  warming.</p>
<p>&#8220;<font color="#0000ff"><em>I would</em></font>,&#8221; Senator Obama said. &#8220;<font color="#0000ff"><em>Not only will I, but I will make a commitment  that Al Gore will be at the table and play a central part in us figuring out how  we solve this problem.</em></font></p>
<p><font color="#0000ff"><em>&#8220;He&#8217;s somebody I talk to on a regular basis. I&#8217;m already consulting with him  in terms of these issues, but climate change is real. It is something we have to  deal with now.</em></font>&#8221;</p>

<p>With oil prices hitting almost daily record highs and global warming climbing  up the public agenda, the need for alternative energy sources has never been  more urgent. But while wind and solar have dominated the recent rush to invest  in renewables, market watchers reckon it could now be marine energy&#8217;s turn to  shine.</p>
<p>Ocean power &#8212; using the energy from waves or tidal flows to produce  electricity &#8212; is quickly coming of age as a viable green resource that could  help meet ambitious global targets to reduce greenhouse gases and dependency on  fossil fuels.</p>
<p>European and North American power companies such as Canada&#8217;s Emera and Germany&#8217;s  RWE are spending millions to fund wind and tidal projects. This investment has  led to a new generation of more efficient technologies, with dozens of  prototypes expected to be ready for commercial deployment within the next five  years. &#8220;There&#8217;s huge interest in both wave and tidal technology,&#8221; says Thomas  Boeckmann, clean tech analyst at market research firm StrategyEye in London.  &#8220;It&#8217;s gaining a lot of attention from energy companies, which will be able to  offer financial backing and technical expertise to these startups.&#8221;</p>

<p>At the end of January, more than 200,000 crop varieties from Asia, Africa, Latin  America and the Middle East&mdash;drawn from vast seed collections maintained by the  Consultative Group on International Agricultural Research (CGIAR)&mdash;will be  shipped to a remote island near the Arctic Circle, where they will be stored in  the Svalbard Global Seed Vault (SGSV), a facility capable of preserving their  vitality for thousands of years.</p>
<p>The cornucopia of rice, wheat, beans, sorghum, sweet potatoes, lentils, chick  peas and a host of other food, forage and agroforestry plants is to be  safeguarded in the facility, which was created as a repository of last resort  for humanity&rsquo;s agricultural heritage. The seeds will be shipped to the village  of Longyearbyen on Norway&rsquo;s Svalbard archipelago, where the vault has been  constructed on a mountain deep inside the Arctic permafrost.</p>
<p>The vault was built by the Norwegian government as a service to the global  community, and a Rome-based international NGO, the Global Crop Diversity Trust,  will fund its operation. The vault will open on February 26, 2008.</p>
<p>This first installment from the CGIAR collections will contain duplicates  from international agricultural research centers based in Benin, Colombia,  Ethiopia, India, Kenya, Mexico, Nigeria, Peru, the Philippines and Syria.  Collectively, the CGIAR centers maintain 600,000 plant varieties in crop  genebanks, which are widely viewed as the foundation of global efforts to  conserve agricultural biodiversity.</p>
<p>&ldquo;Our ability to endow this facility with such an impressive array of  diversity is a powerful testament to the incredible work of scientists at our  centers, who have been so dedicated to ensuring the survival of the world&rsquo;s most  important crop species,&rdquo; said Emile Frison, Director General of Rome-based  Bioversity International, which coordinates CGIAR crop diversity  initiatives.</p>
<p>&ldquo;The CGIAR collections are the &lsquo;crown jewels&rsquo; of international agriculture,&rdquo;  said Cary Fowler, Executive Director of the Global Crop Diversity Trust, which  will cover the costs of preparing, packaging and transporting CGIAR seeds to the  Arctic. &ldquo;They include the world&rsquo;s largest and most diverse collections of rice,  wheat, maize and beans. Many traditional landraces of these crops would have  been lost had they not been collected and stored in the genebanks.&rdquo;</p>
<p>For example, the wheat collection held just outside Mexico City by the  CGIAR-supported International Maize and Wheat Improvement Center (CIMMYT)  contains 150,000 unique samples of wheat and its relatives from more than 100  countries. It is the largest unified collection in the world for a single crop.  Overall, the maize collection represents nearly 90 percent of maize diversity in  the Americas, where the crop originated. CIMMYT will continue to send yearly  shipments of regenerated seed until the entire collection of maize and wheat has  been backed up at Svalbard.</p>
<p>Storage of these and all the other seeds at Svalbard is intended to ensure  that they will be available for bolstering food security should a manmade or  natural disaster threaten agricultural systems, or even the genebanks  themselves, at any point in the future.</p>
<p>&ldquo;We need to understand that genebanks are not seed museums but the  repositories of vital, living resources that are used almost every day in the  never-ending battle against major threats to food production,&rdquo; Bioversity  International&rsquo;s Frison said. &ldquo;We&rsquo;re going to need this diversity to breed new  varieties that can adapt to climate change, new diseases and other rapidly  emerging threats.&rdquo;</p>
